#CCMIUpdate: Verizon, AT&T, others release details on ABC Plan; FCC gets ready for barrage of comments.

America’s Broadband Connectivity (ABC) Plan is the latest salvo in the FCC’s – and the industry’s – attempt at major reform of the inter-carrier compensation system. Two rounds of comments on the ABC Plan, and other similar plans, are scheduled this month. The biggest anticipated hurdle is how to reconcile the expected power struggle over who’s really in charge, the individual states or the FCC. Stay tuned!

#CCMIUpdate: NC PUC acts to cap in-state access rates for ILECs and CLECs ... initial testimony this summer.

The North Carolina Utilities Commission (NCUC) scheduled an October 18 hearing on Sprint’s petition to require in-state ILECs to lower access charges to interstate levels. In setting the hearing schedule, the Commission expanded the petition to also include all CLECs operating in N.C.  Initial testimony is due Aug. 10, with rebuttal testimony on Sept. 27.

#CCMIUpdate: @FCC decisions point to many unhappy industry participants and protracted litigation.

The FCC’s ongoing proceeding to revamp universal service and inter-carrier compensation has state commissions in an uproar. The FCC proposes to take control of intrastate access charges and to set the per minute access rate equal to the current reciprocal compensation rate of $0.0007, and the states argue these moves would result in unsustainable increases on local phone rates. Look for a long and contentious battle as both sides attempt to move reform efforts forward.

#CCMIUpdate: @AT&T increases Carrier Line Assessment, effective 4/1/11

Effective April 1, 2011, on all bills issued on or after this date, the Carrier Line Assessment will be increased to $4.95 per outbound switched single-line and multi-line. The Carrier Line Assessment applies to various services, including All in One, Commercial Long Distance, Clear Advantage, Custom Net, Custom Net Option I - VI, Distributed Network Services, GICS, Oahu Telephone Service, Option S/Model T, ProWats Plan Q, Small Business Option, Simply Better, Simply Better Flex, and all ACC Business Services.

#CCMIUpdate: It’s #USF time and 17 carriers have filed transmittals for the decrease for 2Q11.

 It’s FUSF time again. The following carriers have filed transmittals to decrease the Federal Universal Service Fund for the second quarter of 2011. The filings will become effective on April 1, 2011. The pending transmittals have been published and are viewable in TelView in the Daily Transmittal Log for 03/18/11. The individual tariff pages will be available for viewing in the tariffs on April 1, 2011.
