In a rare bi-partisan moment this July, the largest telecommunications carriers, along with four associations representing most rural local exchange carriers, formally notified the FCC that they are in agreement on several significant “stumbling blocks” in the way of major – and long awaited – intercarrier compensation reform.  Specifically, the carriers indicated they are in accord on how to treat VoIP originating and terminating traffic and to phased reductions in per-minute access and reciprocal compensation rates.  Some industry insiders believe this is a key step toward reform … others are not so optimistic.
